This is the family of Ernest Cogan.  We are not certain of his
connection to the COOGAN surname but there may be a link.

Ernest lived in Dawson, Pennsylvania, in the early Twentieth
Century.  His children spread across Appalachia, including some
who resided near Martinsburg, West Virginia.
