Allan Coogan, then general manager of the giant alumina producer Nabalco, was chosen. At that stage in his career, Allan Coogan, or "Coog" as he was known to his friends, an engineer, had already impressed his superiors and colleagues with his deep interest in technology, his ability to get things done, his commitment to Australia and his vision. His membership of that committee contributed to the quality of its recommendations and to the enduring impact that they have had on Australia. Coogan, who has died at 81 after a short illness, was justifiably proud of his contribution. Allan Coogan was born at Deniliquin, NSW and, with his twin brother Ray, spent most of his early years at Tenterfield. His father Frank was the regional bank manager, and his mother Heather, a well-known and much-loved local identity, received a British Empire Medal for services to her community. Together they instilled in Coogan a tremendous drive to succeed, to achieve and to contribute to society. For his early schooling, Coogan attended the Tenterfield Rural District School, where he was school captain and dux. In 1937, at the end of his intermediate year, he won a scholarship to Sydney Grammar School and moved to the city to live with his two maiden aunts. His academic capability was complemented by an equal determination at sport. He rowed for the school, loved rugby, learned to swim and surf, and began a life-long association with golf. And, with the natural country charm that stood him in good stead throughout his life, he made new and lasting friendships that helped him slip easily into Sydney society. Coogan began his engineering training at Sydney University in 1941 as a resident of St Paul's College. He learned to ski, and continued to row and play rugby, winning a University blue in both sports. In 1946, Coogan joined the steel producer John Lysaght at Port Kembla, and during the next 15 years rose to a senior position. He gained the respect of all his colleagues, from the workers on the furnace floor to the executives. During these years, he toured Europe and the United Kingdom to learn the steel industry from the ground up, working and living for some time in Wales. He played rugby there and was extremely proud of his ability to sing the Welsh national anthem. He also became a capable skier when skis were wooden and bindings did not release. He married Mary Milne Stephen in 1957 in St Mark's Church at Darling Point. Stephen, the first of their three children, was born in 1958, Christopher in 1959 and Fiona in 1963. His love of gardening emerged when they built their first house in Wollongong, and Coogan l andscaped and established the garden with his own hands. In 1965, he left Lysaght to become manager of the engineering division of Mauri Bros and Thomson in Sydney. In 1969, he was transferred to Zurich to learn the ways of Alusuisse, the major partner in the Nabalco bauxite mining operation at Gove in the Northern Territory, one of the biggest private enterprise projects then undertaken in Australia. Eighteen months later he returned to Australia to take up the position of site manager at Gove. Coogan's no-nonsense reputation must have been a major element in this appointment, and he welcomed the engineering and social challenges presented by the isolated mine on the Arafura Sea, surrounded by the Aboriginal tribes of Arnhem Land. His interest in community issues and his pragmatic approach to negotiations with the traditional landowners quickly identified him as an exceptional manager. To him, there was no problem without a solution, and the Gove project soon established a reputation for industrial harmony, workplace safety and environmental respect. Of the many anecdotes about Coog during this period, the one about him sitting cross-legged in the dust with Aboriginal elders during a community function, while his company colleagues in their business suits stood awkwardly nearby, is typical. After four years at Gove, Allan returned to Sydney in 1974 to become general manager then executive chairman of Nabalco, increasingly becoming an important and influential member of the nation's business community. He had a clever business head and a good eye for longer-term issues, qualities which, with his reputation for integrity, led to invitations to join the boards of many large and successful companies. He also served on the Board of the Institute of Directors and was a member of the Australian Manufacturing Council. He willingly gave his time to organisations with more community-orientated roles, in particular the Foundation for National Parks and Wildlife in Sydney, where he served in several capacities until 2001, and St Luke's Hospital. But it was his love for the outdoors that captured the bulk of his extra- curricular energies, especially skiing, surfing and golf. He joined the Crackenback Ski Club while he was at Port Kembla, and in the late 1950s was part of Charles Anton's team that cut the first track for the Crackenback chairlift development at Thredbo. He was deeply involved with Royal Sydney Golf Club, where he was vice-captain and vice-president. He had a longstanding commitment to the Palm Beach Surf Life Saving Club, where he recently celebrated his 50-year membership, and to the Rose Bay Surf Club, from where he continued to surf at Bondi until his 80th year. He was also an involved member of the Australian Club. After he officially retired from Nabalco in 1987, Coogan continued to work on boards where his experience and his strategic vision were highly valued. From 1996 to 2001, he also took on the role of chairman of the board of Anaconda Nickel, a massive venture known as the Murrin Murrin project, which used new technology to mine nickel from shallow laterite ores in Western Australia. Coogan was fascinated by the complexity of the technology and took great pride in his role in the huge project. During the past two years he at last found time to enjoy real retirement. He maintained a keen interest in science and technology, following new developments with a natural curiosity. He eased off on his surfing but he never missed his weekly game of golf at Royal Sydney, and he derived enormous pleasure being a grandfather. The country boy from Tenterfield had become one of Australia's leading industrialists and a recognised technologist. Allan Coogan is survived by his partner Galen Robertson, his wife Mary, from whom he had been separated for many years, their three children Stephen, Christopher and Fiona, and grand-children Charlotte and James. 20 DEC 2005 COOGAN, Clive Keith - AM, PhD, FTSC, FRSA, FAIP, FRSV.
