NYC Bd of Public Improvem’t officers J. J. Coogan (Manhattan Borough 
President) and Holahan glare at each other over Holahan’s plan to 
widen streets between 160th and 220th St. and to build an expensive 
diagonal approach to the Bowery.  Harlem residents who gathered at the 
hearing cheer when Coogan succeeds in referring the first item to local 
boards, but Coogan protests futilely when Holahan ignores his motion 
about the Bowery area, an improvement favored by east side residents.
