Named after Michael Coogan, of Battery I, Second United States Artillery, who in August 1871, was reported "on extra duty in Quartermaster's Department in charge of wood party." Coogan had a wood-cutting camp here and the bay was named after him. Erroneously published as Camp Kogan and Camp Cogan. From the description, it is not certain what bay is intended. It may be either Kadiak bay of Tebenkof, 1849 (Nachleslhusia of Vasillef, 1809), or Lisefskaia bay of Tebenkof, 1849 (Aleutkina of Vasillef, 1809). See Aleutkina.
